Who decides: CCR on a search
Overdue hiker. Last phone ping in a canyon. 40 minutes to civil dusk. Steep terrain, known downdrafts after sunset.
Planner FAST proposes
A direct low pass up the canyon, now, while there is still light.
Planner SAFE proposes
A ridge-line thermal grid at altitude tonight; the canyon pass at first light.
The referee
The canyon at dusk fails the exposure limit. It picks SAFE, but keeps FAST's ranking of where to search first.
The commander
Partial override: a ranch road that is not on the map lets a ground team into the canyon mouth tonight. Everything goes to the log.
